David, I am in the midst of a months long ABS diagnosis. This includes a non-definitive Tech II diagnosis ($100) and an controller rebuild ($150)that didn't solve the ABS failure problem.
IMHO, the best and quickest way to find out (though not 100% as it did no good in my personal case) is get to a Tech II while you have the car and pay the diagnostic fee.
Just curious, is the CEL lit? Do you have an OBDII scanner?

After the poll results and my recent experiences, though not scientific, my gut is that you've got a 50/50 chance that it's the controller.
If you can "test drive" the car long enough to take it home and do some testing, you can check voltages, resistance, and current at the ABS harness per the WIS test procedures. You may be able to rule out or rule in specific causes of your ABS failure. If you have WIS and need help getting to these diagnostics, let me know.
You can also measure the front sensor gaps (rears are integrated into the hub) and you can wiggle wires to try to find a short.
Though it probably increases the probability that the controller is the problem if the speedo fails, by itself that is not conclusive.
Would I buy the car with the ABS light on? Without a definitive diagnosis - if it were me - it would have to be a heck of deal.
