The pulleys them self are pretty much the same as from 97 900/9000 and up but the mounting bracket that they sit on have gone through a couple of changes and the last was in mid 2002.
One reason why dealer is not suggestion to replace all pulleys with the free belt at 60K is that they would open up them self for inquiries and warranty questions why they are not replacing them for free on all cars if it is such a reliability issue.
It's lot more going on behind the scenes than we know of.
It's just a big risk to reuse a pulley/bearing that has been rolling on for 60K miles, tightening the tension back up to new specs with the new belt and hope that the bearing will last for another 60K miles.
It might and it have on several cars but that doesn't help the ones were it broke, ruining the engine.
As long as you are open eared for new noises, you might be able to hear if something start to give out and have them replaced.
