If there's no proof that the timing belt was replaced along with the tensioners, I would just have it done ASAP. The V6 is a great engine and it's much nicer to spend $750 today on the timing belt than $5,000 tomorrow to replace the engine. You really can't tell if it's been replaced before by looking at it. My belt still looked new after 57k miles.
As for the windows not going down, I would suspect the switch pack, or fuses. It's not uncommon to get some corrosion on the metal contacts in there and have the switches stop working. If you are mechanically inclined you can take it apart pretty easily and clean the contact surfaces but it won't take long to stop working again. I found the best way to remove the switch pack was to pull the coin holder out with my finger nail and push the switch pack out from behind. You can easily find a used switch pack on eBay or car-parts.com for cheap.
As for no service records, it's not that big of a deal on the V6. On the 4-cyl you really want oil change records so you know it's been treated well. The V6 is not as fragile and can take a bit more of a beating (from a clueless owner) than the 4-cyl. While it's nice to have some records to look back to when you start hearing a funny noise and wonder if such and such has been replaced before, it's not the end of the world.
Sounds like a nice car you picked up there. Enjoy it! I just sold my '01 V6 with 184k miles on it a couple weeks ago in favor of a 2004 9-5 Aero. I liked the V6 a lot but it was getting tired.
