That was the "plan" from Trollhattan. However, something delayed the availability of the V6 in the USA (emission certification or crash tests, something like that). Since in the USA market, the 9-5's engine was locked to the trim level, and not separately selectable, Saab USA would have had no SE models with the upgraded interiors, etc. to sell.
So, it is eminently possible to find early production 1999 9-5 SE Sedans with the same LPT 4 that the non-SE got. I am not sure, though, since the Wagon was a late intro in 1999 if any of the SE Wagons were LPT 4s. They may all have been V6s.
2000 & 2001 US market 9-5s SE=V6, though.
