Hi!
Don't have a Saab (yet) but have a block heater in my Civic (came with it). It's essentially a small heating element in the block. I think Civic uses a 300w one. Whet it's powered, it heats the block and the heat spreads throughout the engine and oil stays more liguid. Therefore, engine starts easier, oil circulates through the lines almost immediately upon starting and prevents cold start damage. I agree with 1.5 hrs, (saves electricity), but have left it over night (6-7hrs) on very cold nights (-20C). It warms the engine bay so well, that snow and ice melts ot the hood. I think it's a great insurance against serious damage that happens with cold starts and thick oil.
A far as the installation, never did one, but I think there is a plugged hole where you install one. On the Civic it's on the front of the engine.
