Short answer, 1>yes and 2>yes.
Don't use a power tool to remove material, too fast, too little control.
Use a full sheet of sandpaper (about 100 or 120 grit) on a flat, smooth surface. Scribe the new brush on both sides at the proper dimension. Rub the brush on the sandpaper. Try to maintain parallel, square sides.
A vernier caliper is handy for checking size and parallelism, but careful work and a good eyeball is all that is needed...
