1999 9-5 black key fob question....

I purchased a used 1999 9-5 a couple of months back and found the early style black key fob in the car today. The previous owner could not find the fob at time of purchase. Now I know why!!
Anyhow, I've been trying to get the fob to work. I have a good CR2032 battery with 3 volts... I also know that 3V is present within the fob board. As I press the "lock" button, my multi-meter goes to zero (from 3V) when I press down on the "lock" button. When I release the button, I get 3V again. However, the "unlock" and "trunk" button do not work. When I press down on these two buttons the voltage goes from 3.00V to 2.99V. Based on this, I do believe the button for the "unlock" and "trunk" are working. Do these board loose their memory when I battery has been out of the key fob board for sometime? In other words, I guess I need a tech2 to solve the problem?
As always, any thoughts are appreciated. TIA
