First off, no one is going to take you seriously as a potential buyer when you offer $5,000 LESS than what they're asking. Maybe if you offered something like $11,000-11,500 they would have countered, but they're just going to blow you off as a "loony" if you offer $8k, which evidently they did. The retail value of a 2004 9-5 Arc with 40k is around $12,500 with no options. A blemish on a CarFax record is not worth $4500. Unless you can see where the work was done and it looks like crap... If you're planning on keeping the car for at least a few years it's going to depreciate enough on its own (that's what Saabs do) that the loss you'd take on the CarFax blemish should be pretty much negligible.
Second, why did you e-mail them the offer? Is the car far away from you? If it is and you can't look at it before purchasing I would run away from it and look closer to your neck of the woods, especially if there's some known body work in its past.
