I just went through this for VA inspection on my 1999, and my solution was to get a used fuel tank from a later model wreck. If you are going to try sealing the pressure sensor, you might want to try an epoxy specially designed for aircraft fuel tanks. I think the gasoline vapors will dissolve Goop, but that is based on their recommendation that it can be cleaned up with acetone or naptha. The other thing to keep in mind is that the polypropylene used for the fuel tank is difficult to get a good bond to.
To answer your second question, there is a driving cycle you can go through to get the car ready for emission testing. I got it from SWEDECAR's web site, but is basically driving at 1100 to 1500 RPM for 5 minutes, 1500 to 2000 RPM for 5 minutes, 2000 to 2500 for 5 minutes, then idle for 10. The driving doesn't have to be continuous at those speeds, but you must complete 5 minutes of time at that speed before you advance to the next one. Also the fuel tank must be between 1/4 and 3/4 for the evaporative control system to be tested.
