On the 9-5 it is hard to see the compressor, but if the hub inside the pulley is spinning, then the compressor clutch is engaged. You can check for voltage at the A/C wire that is mounted to the radiator. 12 volts means the car is expecting the compressor to work. If the A/C is doing anything at all, one of A/C pipes going to the passenger compartment should be at least cool. If you don't have 12 volts at the connector, then have to start tracing the circuit back through the system.
