I can't directly speak for the 98-01 (yet) or the 06- noses, but the 02-05 nose goes something like this:
1) remove center grille by lifting and tilting out at the bottom. Remove screw (8mm hex head) holding the tube to the horn brackets.
2) remove right side (driver's right - the one on the left as you're looking at it through the grille opening) horn bracket for clearance. Disconnect horn and set aside
3) under car, remove center splash shield (8 screws, IIRC)
4) loosen hose clamp keeping old tube onto air box.
5) thread old tube out through the bottom.
6) install new tube & tighten hose clamp on airbox end
7) reconnect horn & replace if removed
8) fasten inlet tube to horn bracket
9) install grille
10) re-install center splash shield under car
You may need to cut off the old hose clamp. I had to. 90k miles in the northeast left it impossible to move with conventional hand tools. So, out came the cordless dremel tool. Went to West Marine & got a stainless version of the same clamp Saab uses for about $6.
I also found on my '02, that the old tube came out just fine through the top, but there was no way the new one could. Earlier or later ones may be different.
