Stepper Motor

01 9-5 has the vent stuck in the defrost position. I pulled the stepper motor and examined the plastic shaft - it was OK. With the stepper motor plugged in I changed the settings on the AC and the shaft doesn't move. I removed the motor from it's gear housing and the motor spins when directed and the shaft can be turned by hand (motor out); together no go. Does the motor lose torque over time? Or is there another possible explanation why my vent flap won't move?
Should I be able to move the flap by hand by pushing the yellow plastic lever?
