I do my own brake jobs, so that changes the equation. I buy Brembo rotors at $40 or $50 each and top quality ceramic pads. It takes me about 2 hours to do both sides, either front or rear, from walking out to the car to cleaning up. I take my time, wire wheel the caliper sliding surfaces and all the bolt threads, lube everything carefully, etc. Bleed them if necessary. If I were to turn rotors I'd have to take them off, then get them to a place for turning, so the job takes much longer. And not every machine shop will turn them while you wait, adding to the time required.
Doing all four corners, pads and rotors costs maybe $300 in parts. But reality is I do rears maybe every 6 years, fronts every 3. Saving $5-10 a year over the life of a brake job by turning rotors is just not worth it.
However, if you are paying someone to do the work I can see where turning can make sense. I just wouldn't do it and it's one of the reasons I prefer to do my own work.
