I guess I'll skip the whole "one-tire vs. two" discussion, and assume you're going with two.
That said, I went with 16" for my Aero's winter tires. You're giving up grip anyway (with winter tire, colder roads, possibly icy/snowy roads), how much is a little more sidewall flex going to hurt? There will be more winter tire options with 16", at lower prices. The odds of potholes being in the road are greater in the winter, as is the odds of bumping a curb due to slipping or simply not seeing because of snow. The 17" rims are going to be more likely of getting damaged.
