Turbo failure on the 9-5 comes with a whole bunch of blue or whitish smoke from the tailpipe as the oil leaks through the turbo seals. There is never a loss of power until the late stages of failure, and with that loss of power you would be creating enough blue smoke to snuff out the sun. You don't mention any smoke associated with your turbo "failure." If you don't have smoke you need to start looking for a different cause for your poor performance.
Also, whoever advised that your Saab needs a turbo timer is sorely misinformed, and you should probably stop taking advice from them, haha. Unless you're out drag-racing your Saab you don't need to let the turbo cool down. Old old old turbo's that were only oil cooled had coking issues but our turbo's are water cooled. And turbo oil!? WTF? Who is feeding you this stuff? I guess you could probably find someone that markets oil specifically for turbos, but it's just marketing trickery. Mobil 1 is the stuff to use.
In my humble opinion, there's not much you can do to prolong the life of the Garrett turbos in he LPT-4 and V6 other than change the oil every 5k miles. They have proven to be fragile and spinning at such a high RPM replacement is inevitable.
