There is a sensor on the condenser that monitors high pressure side of the loop. If the pressure is too low then it won't let the compressor to run to save it from damage. However, it will also disable the compressor when the pressure is too high (!). It happens that if a shop recharges the system "by touch" (i.e. "it seems cold enought") they will add too much. When the compressor kicks in at power and pressurizes the system, the pressure rises above critical and compressor cuts out. Then pressure drops and compressor kicks back in. And so on...
Make sure that the system is properly recharged BY WEIGHT from empty, not by touch. That's my idea.
