HELP O2 sensor bank1 Replaced STILL getting no activity

As the title says. It's my dad's 2001 9-5 aero wagon (2.3hpt) He had a CEL light show up so I checked it and got P0134 (bank 1 sensor 1) O2 sensor no activity code. cleared it to make sure (yep it came back) so he went to e euro parts got both upper and lower O2 sensors (they are exact OE replacements indentical down to plug colors) I installed both two days ago easy job cleared the codes and he took it for a test spin...A ok for the test drive. So he drove it home...Today and roughly 20miles later CEL light back on he came up to my work I put my actron reader back on it; Same exact code P0134 bank 1 sensor one no activity. He's getting roughly 14~15 mpg I checked the heated o2 sensor fuse (its fine) the wires going to both O2 sensors seem fine. I'm at a loss and I don't want him to burn his catyl. coverters up! Any ideas?
