It is possible that you have some failing check valves in the evap system hoses. What happens is that the boost from the intake manifold leaks past the faulty check valves and affects the BCV, causing it to open the wastgate at a lower pressure.
I finally discovered this was the problem on my 2000 AERO after having it for 5 years and knowing that it wasn't as powerful as it should be, but never being able to figure out why.
The boost gauge would only go to just above mid yellow. About once a year (usually when it was rather warm out) I would be accelerating, the boost would stop at middle yellow, then all of a sudden the boost would jump up to just over the red line, and my car felt like the AERO it should always be. I found a thread at a different forum (sabcentral) in the 9-5 Performance, Mods & Tuning section titled "Low Turbo Boost - Mid Yellow Only" that had a free solution to this problem. Post #7 is the one to look at. I put the bolt in, and now my car always boosts like an AERO. If I ever get around to it (and feel like spending the money) I might replace the check valves. But for the foreseeable future, it's staying as is.
