My handbrake holds well forward, but not so much back

Question about the handbrake:
I did all 4 corners of my brakes last year (2000 SE V6 Auto Wagon). When doing so, I checked the shoes inside the drums on the rear and they all looked fine. I adjusted handbrake during assembly both inside the rear drums and with the screw in center console so that the lever goes to 6 clicks. Now, here is what bothers me: when I pull the handbrake all the way (6 clicks) and try to move the car forward (in "D"), I need to give it significant amount of throttle before it moves (and sinks a lot at the rear). However, if I put it in "R", releasing the brake is enough for it to start rolling (little/no resistance from handbrake). I thought it might be due to higher reverse gear ratio, but the same thing happens when you park on an incline (i.e. parking front-down, the handbrake will hold just fine, but parking rear-down the car will easily roll).
Is this normal? Or is something wrong with my handbrake? And if so, what could it be (that it works fine forward but not back)?
