It is normal for a hand break to work better forward and back, well at least it is in my experience, but it isn't normal for it not to hold on a slope. I have a fairly steep driveway and 4 of the 5 Saabs in the family (2 9-5s and 2 9-3s) hold just fine on the parking brake alone. The fifth one, purchased for No. 2 grandchild a couple weeks ago, hasn't been up here yet so I can't tell you yet if it will hold in my driveway on parking brake alone.
You may need to adjust your handbrake again. I just checked out the two I own personally (2000 9-5 Aero sedan and 2003 9-3 SE convertible) and both would normally be on the 4th click when parked on level ground though I probably need to get to the 5th on the driveway. I can't get either to the 6th click.
