Could be, but the TB issue can happen at any speed, any time. Our 2002 Aero would die at 70 mph on the freeway - kinda scary. Limp home mode is no fun - the ECU gets all confused since the throttle is manually controlled in that mode. After cleaning the TB and resetting it from limp home mode a few times, I finally replaced it with a rebuilt unit. Haven't had any issues in the two years since then.
Stalling could also be a symptom of a faulty transmission control valve - what year is your car? We had to replace our control valve after the car started hesitating and stalling in very dangerous situations, like halfway through an intersection. Went round and round with Saab rep on this one - I had complained several times to my dealer, but nothing was done until after warranty ran out. I finally got so pissed, I demanded that the dealer service manager show me any information related to 9-5 automatics and found that they had discontinued offering the old control valve and forced an upgrade to a newer part that had been effective on later models (2004 and up, if I recall correctly). That tells me there was a design issue. I felt it was worthy of a recall given the symptoms of the failure, but I never saw one. I did get Saab to at least pay for the valve while I paid labor.
