I bought a CPO arc wagon with 86k on the clock last april (18 months ago, before the GM going got really bad...) for under 11 when the dealer asking price was 13k.
I think you could get my car at 105k miles for about 7k, if you find a lower mileage one for under 10k it is a good bet.
The V6 (supposedly) has no issues with sludge or head gaskets, but it is not as good on fuel as the 2.3 4cyl models especially in town. My sticker was 18/26, when the EPA revised them a few years ago they said that equates to 16/24 but I get high 20's on trips. In town though, 5 mile trips with traffic lights and 1.5 miles on the highway I wouldn't doubt the 16mpg mark.
The 2003 arc does have ventilated seats (rare) standard though and mine has the visibility package with park assist, xenon lamps and dimming side mirrors which is why I bought this specific one.
FWIW I used the CPO to the tune of about $2000 worth of stuff until it expired (dealer prices, if I went to the indy or did it myself it would be a lot less)
If you don't want all the bells and whistles you should be able to get a Linear 2004 or 2005 for less than 10k right now. Just shop around, I know you are limited on time as your car was totaled. I like to check the market every now and then just in case I have to replace mine quickly. The PCV #6 update to the latest was done for 2004 I think so sludging is less common.
