Sure, a car without PCV#6 may have otherwise been well maintained + the absence of PCV#6 does not guarantee sludge (and probably vice versa), but it seems to improve the situation + reduce the risk when buying used - especially with the lack of complete records (again, almost universally the case in cars I looked at)! There are other things that can be done (eg see Andrews' aritcles in Nines).
I am basing my comments on Anders' pressure monitoring data (see link). It's a small sample set, but it looks like all 9-5's /w #6 or 2004+ get readings of -0.7. Most without #6 get higher readings but are -0.7 after #6 goes in. OG9-3 with the 2.0L look a little lower risk (see numbers), though the topic is big on that board as well. 1999 9-3 is a lot like the 1998 900SE the original poster had, afaik lower risk than 2000-2002.
I suspect most of the dealers (at least around here) didn't really have a clue about this + certainly weren't switching cars to #6 proactively. To be honest, I think many would not pick up on it until it is too late. Most used cars here seem to be off lease, and the original owners are not necessarily as meticulous as the crowd here on Saabnet.
In terms of numbers, I've run into a fair number of 1999/2000 9-5s around here with dead engines that sludged + my indy has as well. It just takes a while to actually get to the point where it's enough of a problem that someone notices...
