Michigan does not have mandatory emissions testing (yet), but I "believe" a requirement in States with this mandatory testing is that the Check Engine Light not be illuminated at time of testing (most items which cause the CEL to glow are emissions related). When the ABS controller fails, the engine computer cannot communicate with it (your P1925 code) and the engine computer illuminates the CEL.
It normally takes less than a week to receive your repaired ABS controller from bba_reman after you send it to them. But Thanksgiving is next week and the holiday, as well as shipping of Christmas purchases at this time of year, will probably lengthen the delivery time. I sent mine to bba around July 4th of 2008 and the "less than one working week" normal delivery stretched to 7 or 8 days.
The link below will take you to pictorial instructions on how to remove your ABS controller for repair. IIRC it took me 30 minutes or less to remove the controller. Since you are located in PA, bba_reman seems like the best choice for you.
