Well, I never did figure out why the right side would blow cold and the left side simply recirculate the air. As best as I can tell, everything is working as it supposed to.
The big fix was replacing my broken recirculation door motor. That had broken a long time before and I never realized it. Once I fixed that motor and was able to keep the fresh air vent closed, the A/C worked well. I just made sure to leave the right side vents wide open so that the fan could push out all the cold air possible. At lower temps (around 100 F) I don't notice this issue so much. But once we hit 110 - 115 here, the A/C needs all the help it can get.
As an aside, my wife (sitting on the right side) would often close her left vent and leave the right vent one open. She did this because she was unable to direct the air from that vent away from her face and it would dry out her contact lenses. When I needed that vent to be open in order to adequately cool the car, we were at an impasse. I solved the problem by cutting a strip of plastic from a plastic bottle. The plastic is about 1" wide and I looped it in front of the vent, shoving each end into the crevice on either side of the vent. This redirects the path of the moving air away from her eyes and allows the vent to still pump out cold air. Turned out to be a great, simple solution that ended our struggle over which was more important: her eyes or my body temperature (and I was losing that battle) :>
