9-5 Aero still running hot!

I recently changed thermostat and temp sensor because the temp gauge in my 2003 Aero was always reading at around 3/4ths of the gauge - which seems too hot for me.
The new thermostat, plus a 3x distilled water flush followed by new coolant has had no effect. The gauge still reads at around 10 o'clock.
This occurs at all speed ranges, and it has been cold recently (I live in Philadelphia). Even when the ambient temps have been in the 40's of 50's, the gauge has read high
It never creeps up, and the radiator fans work (the 2nd fan only comes on when I turn on the A/C).
Any suggestions? The radiator doesn't appear to be clogged (i.e., its not covered with leaves and debris). I read a post by B Millar suggesting to blast the rad with compressed air. I have not yet tried this - but it seems that there must be something else wrong since the gauge reads high even when it is very cold outside.
