readiness monitor scan results

I got an Innova 3130 scan tool specifically to see which readiness monitors were "not set", meaning they were not ready and would fail inspection. There are eleven readiness monitors. The scan tool picked up seven, with four being whited out.
I cleared the codes with the scan tool which of course also cleared the readiness monitors. I then took the car out on a known highway where I could gradually coast down to 20 mph without causing a news event. The drive cycle appears to be successful. As before, the scan tool identified seven readiness monitors, six of which are reset (good), and one of which is blinking (ok, my model year 1999 is allowed 2 readiness monitors "not ready".)
My question is simple. What happened to the other four readiness monitors, and am I eternally doomed to unreadiness uninspected hell because they won't reset?
