First, Larry is absolutely right that absent any other information you really have no choice but to do the timing belt, guides, pulleys and water pump replacement.
However, I would aggressively pursue information to confirm that the work was or was not performed. Go to your DMV and try to find the former owner. Go to a Saab dealer and try to find out whether there is a service record under the car's VIN. Get a CARFAX; you might be able to trace the former owner through information gleaned there. Talk to a cop-friend; he/she may have some insight into how to find the former owner.
If you do make contact with the former owner, find out where the car has been serviced and obtain more maintenance history data.
I would not shell out $1,000 without some effort.
