No different here Minnesota Saab stealership. I went in for a replacement CPS and came out with an estimate of $2400 for needed repairs. I decline of course and told them just do the CPS and that's it. I follow-up with the service manager the next day and told them how I felt about their practice and I will not go there anymore. As part of the quote, they said, I will need to replace the water pump and it has a small leak and I also need to replace the oil sensor because it was leaking. Until this day, I do not have a single small leak in my coolant nor my oil sensor. If I did have a small leak some where I would know since I changed my own oil and do a lot of work myself. You've got to be careful with these blood sucking crooked mechanic. For years, this stealership had reputations for being dishonest in the service dept.
Anyways, sounds like you do have a bad turbo and the seals are completely destroyed. The housing might still be good and you might be able to get away from a small rebuilt kit. Otherwise, you can buy a rebuilt turbo for about $350 and swap it yourself. The work is not that bad and plenty of satisfying feeling when done.
