that's a common spot for rust on the 9-5. Trouble with rust is you need to get rid of all of it or it comes back. If I was you, and this was the only part of the car that is a problem, and was only planning to keep another 3 years (recognizing it will have little value thereafter), I would just patch this myself. There are various sorts of patches that will work, and then bondo, sand, and paint... $50 + a bunch of your time... the painting is the hardest part actually (imho, to do it well)... sand well between coats + go through the full range of grits...
to avoid rust, oil spray the car every fall...
