There actually isn't a whole lot going on under that cowl. The engine ECU is under there toward the passenger side. But that puppy is very well sealed in a rubbing housing. In the middle there's the blower motor for the HVAC, but that's got a shroud over it to direct water to either side of it, and on the driver side is the wiper transmission and motor. Any water that passes under that cowl should just roll off to either side and into the side drains. I can't imagine that area is designed to stay 100% dry. Still, it might be worth checking those clips I mentioned earlier.
