My arm was also stuck in the 5 o'clock position. No amount of tapping would dislodge the actuator arm. I removed the downpipe and could clearly see the problem. The valve was stuck under the lip of the exhaust flange.
I used a pair of slip-joint pliers to grab the arm, and a small screwdriver to pry the valve over the lip it was stuck on. Given how much effort and prying it took, I don't think I would have ever gotten it loose without removing the downpipe.
I haven't gotten the circlip yet ($14 for a circlip?!). I might try to slip on a binder clip handle for now. and see if that holds. More lazy than cheap.
Cleared the P1105 code and the car is back to awesome.
