Lighting issue

Hello folks -
Strange issue developed here over the weekend. I decided to do several fixes on my new to me '99 9-5se and I developed a lighting problem. I know there are options to what the headlight switch can control in its various settings, but I don't have a Tech2 (I wish).
So, the switch originally worked as follows:
Position 1 - all lights off
Position 2 - dash, parking and fogs
Position 3 - headlights
Now, it works like this:
Position 1 - all lights off
Position 2 - everything except the fogs
Position 3 - adds the foglights
It almost seems as though the only problem is the low beam headlights come on in position two instead of position three...
So, over the weekend, I did the following:
1) Rewired the aftermarket stereo (PO ran speaker level outputs into HK amp inputs).
2) Found the hazard light switch buried in the dash (still works, but trim is shattered).
3) Replaced light bulbs in heated seat switches
4) Did PCV-6
5) Lots of cleaning
6) Turn signal stalk fix
So, I am wondering if anyone else has had a similar issue with something crazy with the light switch...? All the lights seem to work, just in different positions...
Incidentally, the high beams will only "flash to pass" in position two, even though the low beams are on. If switched to position three, high beams and fog lights work as normal.
