Which engine? 1999 SEs came with either the 4 cylinder, or the 6...
If it is the 4, you can DIY the rebuild. I'd recommend a cartridge, or a complete turbo. The complete turbo would be fastest and easiest. The cartridge requires that you remove the turbo from the car, then remove the turbine and compressor housings, and move them to the replacement cartridge. It also requires that neither the housings or blades have been damaged.
Not sure what the options are with the 6 cyl's tiny little turbo. The turbine housing is cast as part of the front exhaust manifold. Replacements, last I heard, were in the $1,500 and up range. I don't know if anyone makes a cartridge for that one.
