The 1999 9-5 2.3 liter engine should employ the Garrett GT17 turbocharger and the 3.0 V6 would incorporate the GT15. Both are prime candidates for a new cartridge insert to repair as the GT family is very delicate and not typically capable of remanufacture once oil bypassing (smoke in exhaust) occurs. A majority of tired GT17 or GT15 turbochargers suffer from excessive shaft float (in and out or up and down movement available on rotating assembly of the turbocharger) which is unexceptable and will almost always require a new replacement. If no float is found, a simple $149 DIY rebuild kit could be used to self repair your tired assembly.
