Dealer charging for Certified Pre-owned Warranty?

Visited Northen Virginia SAAB dealer to test drive a used 2009 9-5 with 14,000 miles. The window sticker indicated it was a "Certified" pre-owned SAAB and had a Warranty though it didn't specify on the sticker exactly what the warranty was.
Checking SAAB's website before I visited, I found info on SAAB's Certified Pre-owned Limited Warranty which provides 6 years/100,000 miles limited warranty based on original in-service date of the car. The salesman indicated I would have to pay $1500 additional for this warranty. He indicated that I would receive the balance of the original 4 year/50,000 mile warranty at no charge but that I'd have to pay for the Certified Pre-owned Limited Warranty. In effect, I'd then be paying $1500 for what amounts to two years additional warranty coverage.
He indicated dealers have the option of charging for this or not. I'm confused and skeptical. Was the salesman trying to milk me for additional money or is this normal? Anyone have experience with or have the facts on this Certified Pre-owned Limited Warranty?
