Xenon headlamps are part of a package. Not all cars got the package, no matter the trim level (Linear, Arc, Aero). The package usually includes: Xenons, rain-sensing wipers, and park assist.
Arcs had a somewhat stiffer suspension, not so stiff as the Aero, but a step up from the Linear. Arcs got the Aero brakes (larger front rotors, ventilated rear rotors), from 2001 at least through 2004.
Interior: The main difference you'll see is the Arc from 2002-2003 had ventilated front seats standard. In 2003 or maybe 2004, they became optional. The only other trim difference you might see (and I'm not 100% on this) is the door armrests. In the Arc, they're definitely leather, in the Linear they may be cloth (they are on the earlier "base" cars). I think also the Arc automatically gets power seats with memory driver seat. Linear gets only power driver seat without memory.
Motor: In 2004, at least, you should get the big "T" motor - the 230(?) HP inline 4 with the Arc. The Linear will have a 185HP mill (little "t"), if I recall. With 2004, Arcs could have a 5-speed manual. 2002 & 2003 Arcs only get the 5-speed Auto, as they were coupled with the 200HP V6.
