Removing all the spark plugs will make it much easier as you will not have any engine compression working against you.
Place the transmisison in Neutral, and having someone depress the clutch if manual transmisison car, will eliminate transmision drag too.
Since you don't have a flywheel tool, the easiest way is a large socket wrench with a socket that fits the nut securing the pulley on the front of the crank shaft.
Remember, when staring head-on at the front of the engine, normal rotation is counter-clockwise.
But since you have the old sparkplug and two pieces of broken ceramic insulator. How large is the missing piece? You may be looking for bits of ceramic dust rather than a single chunk.
