I'm with Lou on this. In the 40 years I've owned cars I have NEVER replaced rotors, and can only remember having them turned one time. On my last Saab 9kt (manual) I replaced the front pads at 65k miles and again at 125k miles, and the rear pads at 95k miles. I sold the car at 158k miles and the rotors had never been turned, resurfaced or replaced, and the clutch was original. Last week I inspected the brakes on my '01 Aero Wagon when I put on the summer rubber, and at 22k miles the rotors and pads look new. Manual tranny. I drive very fast, but I respect my brakes and I downshift.
I don't think you should change rotors every time you change pads simply because you changed the pads. In my opinion, only change the rotors if they are warped or if they are too thin. I also don't think you should re-surface rotors every time you replace pads. Resurfacing leads to increased chance of warpage and increased wear. I think you should resurface rotors only if they are very badly ridged. All rotors will develop a pretty good ridge at the outside edge, that means nothing, and all rotors will become a little groovey over the rest of the surface - no big deal. New pads will adjust to a light grooveyness very quickly.
However, most auto repair shops will not replace pads without also re-surfacing (turning) the rotors.
So, take it easy on your brakes. Also, inspect your brakes yourself - don't just take the word of the dealer. Replace the pads if they are thin and try to avoid resurfacing or turning the rotors unless they are bad, and you have seen/felt it for yourself.
