There are plenty of valid opinions here.
ALL the name brand dedicated snow tires do a great job. And it's very hard to say which is the best, because the differences that show up in testing don't always reflect the real world.
For Canada you probably need a dedicated snow tire. Studs are nice (if legal in your area), but realize that studs only make a really big difference on ice. Then they are almost magical. The same tire without studs is just as good (or even better) when you're not dealing with ice. And they do give up some traction on wet or dry roads
The so-called "studless ice tires" have lots of sipes (little slits) in the tread that add traction, and have special rubber compounds that provide some traction on ice. But these tires tend to wear down fast on dry roads and depending on how many miles you put on them, you could have to replace these every other winter to maintain optimal traction. I've had these (Bridgestone Blizzaks) on two cars here in New Hampshire and about 95% of the time they were really no better than regular high quality winter tires.
I put Nokian winter tires on both my wife's and younger daughter's Saabs and they seem to be able to get through just about anything--especially the wagon with Winter Mode and ESP. They are far superior to the Dunlop M3 Wintersports I previously had on my wife's 9-5 wagon. Those tires were a joke. On the other hand, I run Nokian WR "severe service" all-seasons on my Saab and my older daughter's Saab and have had no problems even in bad storms here in NH and Maine.
IMHO, Nokians are the best, but whatever tire you get, the big thing is to just drive carefully. More accidents happen in winter because the driver was going too fast for conditions or just didn't know how to drive in snow, than because of their choice in snow tire.
