It could just be condensation or deposits on the bulb surface. If it worries you, get some denatured alcohol or rubbing alcohol, put some on a very clean cotton ball, or gauze - watch where you touch it, though - and rub the glass part of the bulb gently with it. Not too hard, as you don't want the oils from your hand transferring to the glass. Let it dry before switching the lamp on.
On the other hand, if the bulb is still working, and it doesn't blow up within a few hours of use, it's probably just fine.
