Ok, so you have the keys that started the car before and the problem was that the key could not be turned to on or start the engine.
I don't know what 5161302 is. It is not a good number in my program. The electric ignition switch have P/N 4943692. Usually that is not the part that stops the key from turning but maybe it could be in a freak unusual way.
If, so, removing the electric switch from the key lock assembly would make the key turn freely again and they would know right away that the electric switch is the problem and only needing to slap another switch in with no programming whatsoever since it is not needed.
If it is the lock tumbler or the ignition lock housing it still doesn't need to be programmed and they can order a lock tumbler with your VIN and get one that your old keys fit. It will take a little bit longer to get a matching lock tumbler.
What I suspect is happening is that the mechanics at this dealer (or the service writer) have forgot what car you have and is mixing it up with the 9-3 Sport Sedan and that they are mixing and matching procedures from both of them and it all comes out wrong in the end from their mouth. Or, they don't really know anything, or, they want to make more money.
