Well, technically by removing the second cat innards, it shouldn't mess with the rear O2 sensor reading since that one is mounted after the pre cat, not the main cat.
Still not legal though.
Why car makers have starting to do it this way I have no clue but some Volvo models have problems too with setting off weak catalytic converter codes due to that the very small pre cat goes bad quickly if something is wrong with the fuel mixture and since the rear sensor is mounted between the pre and main cat, it starts to flag a code.
The car might still be very clean since the main cat is working just dandy.
I have even heard of people moving the rear sensor to the back of the main cat on those Volvo's by welding a new bung on there and it works for years and years after that.
When Saab had all that fallout with early IDMs dying at full speed, it was usually the small pre cat that went bad from all the unburned fuel gushing into it but the main cat could still be good.
