Alarm siren and Relays

I know lots has been said already but I am not finding answers to my questions...
My alarm siren has gone off randomly (no flashing lights) in the driveway.
I removed fuse 6 and left car unlocked as well (necessary?). It was a cold winter night at 12am.
So where do I start to figure out the problem? Only other time it ever went off was while I was spray washing the car in a car wash bay in the freezing cold a few weeks ago. LED flashes three times rapidly every two seconds no matter what (unlocked or locked).
NOTE: After opening the relay box I noticed relay 13 and fuse 5 missing. Manual says 13 :"extra lights (accessory) and 5: Heater (what heater?)
2002 linear wagon.
