Yes, ethanol has less energy per gallon than gasoline but it has a higher activation energy (i.e. octane rating or how much it can be compressed), so while not as much energy one can get out of it a higher percentage of that energy. The problem is trying to design an engine that works equally well for fuels with a wide range of blends (from straight gas to E85)... it ain't pretty. So most of the "flex fuel" engines are designed for lower ethanol blends but will run on higher, and hence for the higher blends performance suffers. But one can design the other way, such as Saab that has a demonstration engine that is designed for E85 but will run on straight gas, so with E85 it gets something like 300hp but only 250hp on straight gas.
The problem in the US is the corn is not the best source out there for ethanol.
