A few issues:
1. EPA may have approved 15%, but does Saab? Does anyone else? Most cars were built for 10%; EPA says they can handle 15%, but who will pay if your car has a problem? You.
2. How many stations will dedicate a pump/tank to 15% for a portion of the market while other tanks have 10%? A tank costs around $100K. We had this question in Oregon when they mandated 10% ethanol then found out that it damaged chain saws, lawn mowers and basically any small engine that was not run regularly, plus boat fuel systems--you don't want to be out in the Pacific and have your engine fail. So the state said, OK, you can sell ethanol free gas for off road uses. You can get the good gas at a few places, especially marinas and farm suppliers, but your corner gas station doesn't have it.
So this mandate that was supposed to reduce oil consumption has the unintended consequence of making consumers drive extra miles to get ethanol free gas, reducing by a small amount the purported savings in oil consumption, on top of the overall reduction in gas mileage. The only law that legislators are consistently good at is the law of intended consequences.
3. 15% ethanol makes another blend refiners would have to produce. Every additional blend ups the cost for all the blends.
