I may be way off BUT...

There is a black flexible plastic tube that carries wiring into the trunk. Those wires are known to get pinched and with repeated use start freying and shorting. Funny things are known to happen what you have like eight crimped wires hangin out together. Search this board, it's well documented. I cut the tube open, diagnosed each wire and either electric taped each individually or recrimped and put in extensions and electric taped those. You can just splice the tube (carefully) and that will give you an indication of the condition of the wire bundle and if that could be the culprit.

BTW,

My 03 Aero sedan has two fogs. All that is required to go from one fog to two is to simply open the trunk, get a flathead screwdriver and press the clipped solder bridge on the side that doesn't light. I don't remember if the bulb is there or if I bought one but I drove with dual setup, eventually the road rattles broke the connection again (i simply forced it with the flathead).
