Maybe you didn't clock the fuel pump unit correctly lining up the mark on pump with the mark on fuel tank?
Or maybe you still have an anti slosh baffle in there that is interfering with the fuel level sending arm.
Or you got an after market pump unit and the float level element (foam pad) is taking on fuel and not being able to float high enough on the surface.
