oil in 2003 9-5 v6 throttle body

Threw a 1260 code, related to throttle body.
Disconnected boot from front...both the boot and throttle body had quite a bit of oil residue. I cleaned both best I could and reconnected. Replaced the white pcv check valve above throttle body. Cleaned out nipple to TB but where the hose connects to crankcase in the back..could not get anything down in there, not even a nail.
Is this normal? Is there a one way valve there? Anything more I can try? I'd like to address cause of oil not just replace TB like dealer wants.
