The Lisle Battery Terminal and Wiper Arm Puller tool (54150) is the best tool for this job. It has two arms that clamp underneath the wiper arm. In my case the two arms were practially welded to the rod. I put the Lisle tool on the arm, cranked it down as hard as I dared, then tapped the the arm with a hammer on the side to break it loose.
I really don't know how you could do this job without this tool or a similar one.
